Legal online casinos in Portugal: nineteen .pt domains in all

The question “which online casinos are legal in Portugal” has a short, closed answer: 19 holders stood on the SRIJ register on 2 September 2026, every one of them on a .pt domain, and 17 of them had a site open. One of the categories the law creates still waits for a holder.

A legal online casino in Portugal is one thing: an entity licensed by the Serviço de Regulação e Inspeção de Jogos. We opened the official register on 2 September and counted, brand by brand, 19 holders. Every one of them serves players from an address ending in .pt, and that is statutory rather than commercial habit: article 28.º of the Regime Jurídico dos Jogos e Apostas Online requires the domain to be .pt and requires every access made from Portugal to be routed there.

This is the list that answers the question backwards: instead of hunting for a site on a forbidden list that nobody publishes, you look for it on an authorised list that fits on one screen.

The nineteen brands on the register

Brand first, domain second, exactly as they appear in the register:

Two warnings, both of them ours. The number moves: licences get issued, renewed and expire, and 19 is the count of one specific day. And the licence numbers above are the ones printed beside each entity; which category each number answers to is handled in the next section, and we summarise it in labels the register itself avoids using nowhere.

The register of entities licensed for online gambling in Portugal

We counted 19 holders in this register, all of them on .pt addresses, and a recount on the 2nd returned the same 19 — with 17 sites a player can open, because Moosh has its activity suspended and the Vincino address carries the words «brevemente disponível», available shortly. Portugal publishes no matching list of blocked sites: this closed list is the only one the regulator keeps, and a domain is checked against it.

Nineteen, 33, 18 and 17: four counts of the same page

The Portuguese first page of results writes “17 online casinos licensed by the SRIJ”, and this site writes 19. There is no error here waiting to be corrected: one list carries four possible denominators, and the habit is to leave unsaid which one is in play.

Nineteen entities. The number of registered operating entities. All nineteen are licensed for casino play: betting alone covers none of them.

Thirty-three licences. Counted one by one, among the numbers 001 to 020 and 023 to 035. Numbers 021 and 022 are missing from the list, and the register explains the gap nowhere; we record it as a hole in the numbering rather than as a conclusion. Endorsements, of which there are many, stay outside this arithmetic: an endorsement extends a term, adds a type of game or changes a registered office, and it differs from a fresh grant.

Eighteen with the casino open. Moosh has both its licences marked «a exploração da atividade referente a esta licença está temporariamente suspensa a pedido da entidade exploradora» — the activity under this licence is temporarily suspended at the request of the operating entity — and it is the only entity with its whole operation halted.

Seventeen that open today. Vincino joins Moosh: the register prints «(brevemente disponível)», available shortly, after its address. Licensed, then, and still short of an open door.

Two partial suspensions leave all four counts untouched, and writing them down is worth the space, because they are the likely source of somebody else’s different arithmetic. Nossa Aposta has licence 012 suspended, the sports betting one, while the casino licence, 011, carries a clean entry; at Luckia the same holds for licence 014. In both cases the casino is listed as active.

The two most recent arrivals are Retabet, with licences 033 and 034, and Vincino, with 035. They are the only two without a single endorsement, which fits a recent issue date. The register keeps issue dates unpublished, so we write no month here: whoever did write one took it from somewhere other than this page.

A final word on the State’s own stamp: the day we read it, the page was dated 3 August 2026. That is the date that counts, and it counts for more than ours.

Why this is the list that serves for checking

Because the other one is absent, and almost every text on this subject recommends the method that does exist nowhere.

The regulator notifies internet access providers to block the sites of illegal operators, and that has figures attached: up to 30 September 2025, counting from the entry into force of the regime on 29 June 2015, there were 1575 notifications to operators, blocking requests covering 2631 sites and 54 referrals to the public prosecutor. In the third quarter of 2025 alone: 53 notifications, 130 blocking requests and 4 referrals — a rate that by itself explains why such a catalogue could ever be complete.

The catalogue of those 2631 domains stays unpublished. We looked for it across five regulator pages — the home page, the site map, the illegal gambling page, the FAQ and «onde pode jogar» — and it is absent from every one. A search for blocked sites turns up sitesbloqueados.pt, which is private and belongs to somebody other than the State.

Look at the asymmetry: nineteen names on one side, 2631 addresses already subject to a blocking request on the other, with an open list for none of them. A closed list answers a closed question; the other one, were it to exist, would age with each quarter.

The SRIJ page about the problem of illegal gambling

The 2 500,00€ to 25 000,00€ band attached to online play comes from this regulator page. Inside Decreto-Lei n.º 66/2015 that band belongs to serious offences, in article 61.º, paragraph 5, point b, while playing on an unlicensed site sits in article 58.º, paragraph 2, among the minor ones, with a ceiling of 2500 € under point c.

How a name gets confirmed, and whom to ask

The register sits on the SRIJ site, in the online gaming and betting section, and the regulator also keeps a page called «onde pode jogar», which is the same list said in other words. Three cautions when consulting it:

Compare the domain letter by letter, rather than the trading name. The law looks at the address, and a well-known name is exactly the kind of name that turns up copied into lookalike addresses.

Read the holding entity beside the brand. That is the company that answers, and the name that appears in proceedings. Brand and company almost never coincide.

Note the date of consultation. A count holds for the day it was made.

If doubt survives all that, the regulator has channels of its own and publishes them: the address [email protected] and the telephone 211 140 200. It is separate from the helpline for people who play — that one is free and anonymous, and it sits in where to ask for help.

None of the ten houses in our table ends in .pt

The ten operators in the table on this site are at rocketpot.io, bitcasino.io, wildfortune.io, duckdice.io, empire.io, metaspins.com, rainbet.com, wolf.bet, bitsler.com and vave.com. Every one of those addresses is absent from the register, and none of them ends in .pt.

The reverse fails to hold: a .pt domain is an indication rather than proof, because anyone at all can register a .pt. Presence on the register is the proof, and it stands alone — as Leon casino online shows.

Licensing happens by category, and the categories sit right at the start, in article 5.º of the Regime Jurídico dos Jogos e Apostas Online:

As categorias de jogos e apostas online cuja exploração é autorizada são as seguintes: a) Apostas desportivas à cota; b) Apostas hípicas, mútuas e à cota; c) Jogos de fortuna ou azar […]

In English: the categories of online games and bets whose operation is authorised are the following: a) fixed-odds sports betting; b) horse-race betting, pool and fixed-odds; c) games of fortune or chance.

An online casino is, in the language of the decree-law, «jogos de fortuna ou azar», and betting occupies two categories of its own. Inside point c) the text names the games one by one, and that enumeration is handled separately in online casino games.

Paragraph 4 closes the door on everything else: «São proibidas a exploração e a prática de jogos e apostas online não regulamentados» — the operation and the playing of unregulated online games and bets are prohibited. Operation and playing, both sides in one sentence — which is where the consequence handled in the player’s fine originates.

One of the categories still waits for a holder: horse-race betting, pool and fixed-odds, point b), is provided for in the law and we finished the register having found an entity for it nowhere. It is a legal category with an empty market, and it shows what a licence is: authorisation for one concrete activity, rather than a general seal of quality.

The size of the licensed side

From the third-quarter 2025 report, the most recent one we read end to end: gross revenue of 297,1 million euros in the quarter, up 11,6% year on year, of which 197,4 million fell to the casino category — 66,4% of the total, growing 12,7% — and the remaining 99,7 million, 33,6%, to fixed-odds sports betting.

On the player side, 4 937 700 accumulated registrations. The quarter added 71 200, a balance of 208 500 new registrations against 137 300 closed, and the year added 358 100. Of the accumulated registrations, 77,4% belong to people under 45.

Three readings fit inside those numbers, and an opinion about operators sits in none of them. The first: the authorised market is large and fits entirely into nineteen names. The second: the casino category is two thirds of it, which makes this the most frequent question rather than the rarest. The third: two accounts closed for every three opened is enough churn to age any count quickly, ours included.
