Two different searches arrive at the same line of the register. Brand and address are separate things, and the law sees the address
Article 58.º, paragraph 2, of the Regime Jurídico dos Jogos e Apostas Online speaks of «sítio na Internet de entidade que não esteja licenciada», the website of an entity that lacks a licence. We counted 19 holders in this register, all of them on .pt addresses, and a recount on the 2nd returned the same 19 — with 17 sites a player can open, because Moosh has its activity suspended and the Vincino address carries the words «brevemente disponível», available shortly. Portugal publishes no matching list of blocked sites: this closed list is the only one the regulator keeps, and a domain is checked against it.

Three brands, three addresses, and in none of the three does the address follow safely from the name. In one of them the holding company repeats the group name: Estoril Sol Digital for ESC Online. In another the entered name is unguessable from the brand: Betano stands in the name of Kaizen Gaming International. For Solverde we recorded the domain and left the holding company unrecorded, so none appears here — our count is what we managed to read off the official sheet rather than the sheet itself.
The useful reading stays the same: the register gives the full pair — brand, domain and, where we recorded it, company — and the pair is what matters.
One reservation of ours: the register also states the categories authorised to each entity, and that correspondence stands one step further from the source than the names and domains do. So we avoid writing here that this or that house is authorised for this or that category. What we state is what we counted directly: the brand, the address and the holding company.
What a Portuguese licence authorises, and what it falls short of
It authorises one concrete activity. Article 5.º, paragraph 1, splits the subject into categories — fixed-odds sports betting, horse-race betting, and games of fortune or chance — and inside the last of those the decree-law names the games one by one, from slots to blackjack, from bingo to the poker variants. It is neither a seal of quality nor an opinion about the house. What the licence adds, on the practical side, is a Portuguese regulator at the far end of a complaint.
